Why the rule numbers here are not ours
Business document formats are unusual in that they publish their own numbered
rules. Peppol BIS Billing 3.0 has 979 of them — BR-01,
UBL-CR-002, PEPPOL-EN16931-R001 — each with a description and a
severity.
So where a tool on this page checks one of those, it reports the official identifier, not one we invented. You can take a report from here straight to the specification and look the rule up. Where a rule is our own engineering judgement instead, it says so — and those carry our own prefixes.
What these tools deliberately do not do
They check shape, not substance. Whether a VAT rate is correct, whether an expense is deductible, whether your numbering satisfies your tax authority — those are questions for someone who can see your business, and no format checker can answer them.
Nor is EN 16931, the underlying EU standard, quoted here: it is a paid CEN standard this project does not hold. What is quoted is Peppol's own publicly readable restatement of the same business rules — the same discipline this site applies everywhere, which is to cite only documents a reader can actually open.
